To clarify. City of London is an actual place within London. It’s actually quite interesting like the King or Queen has to ask for permission before entering the city of London. It has its own police, and the street signs are different.

26:30 - ah, but you searched "London", which is not the "City of London" - no, really, it's a different thing from just counting the "downtown" of a major city, which in London would be "Inner London" - the City is it's own historic city-within-a-city, they have different mayors, different governing structures and local laws etc. even different police services! "London" is a combination of the "City of London", the "City of Westminster" and all the surrounding boroughs which have been subsumed by urban sprawl... to the extent that there is disagreement on where it ends, it just kinda... fizzles out at the edges. The UK is weird, and to get an idea how weird, I recommend the (now quite old) CGPGrey video on it... the "city within a city within a country within a country" has a fascinating history!

The London thing isn't really about only counting the 'very center,' it's just that 'London' and 'the City of London' are two separate cities, legally-speaking. They have separate municipal governments, separate elections, &c. The City of London is really weird in that regard, too: since its population is so low, but it's the home to a lot of important œconomic activity, it allows corporations based there to vote.

"The City of London" is one district of London and a special one because they still have many of their historic privileges. It’s also a district with many office buildings so of course not that many people live there. If I recall correctly there is a documentary by Stephen Fry about it somewhere here on KZbin.

By the way the thing with the city of london is actualy correct because there are London and the City of London. The city of London is surrounded by London and these two things are actually two different cities.
