Most paint/hardware stores actually don't mind you taking these because they get them free from the paint companies, if it's not from the paint companies shop, like in the UK we have B&Q which has all kinds of decorating supplies, they have the rows of these paint cards from different paint companies they sell, like Crown or Dulux
