It's not that bad. The toxic chemicals in it are very miniscule by the end of the production process and even those are only going to be harmful if you eat it or breathe in any dust. However, he is keeping it wet so there shouldn't be any dust issues.

I couldn’t remember what playing with floral foam does, so I just said poison to generalize it a bit, also, even if he has only played with it twice, it is clearly popular so he will be doing it more. Better to prevent than to treat, so it may be a good idea for him to wear gloves and maybe a mask, because I think they may also release fumes when wet, but you might want to fact check me on that because I couldn’t remember the name of cancer.
