I think babies tend to say Dada first because they see him as clearly separate. Babies still feel physically connected to the birth mother for awhile and can’t differentiate yet.

Mama is actually harder because of the m. The d of dada can just be made with the tongue (which a baby can more easily see). It's also a more relaxed mouth shape (no lips involved). While you can easily make the m sound (hum), babies can't as easily figure out what you're doing if you have a closed mouth hum. And a lot of people will pull their lips in slightly when they make that first m, which is harder for a baby to do/figure out.
