You are in the Cheater Board (CB), which is why you can't join races, or sometimes you manage to join but only rarely. Unlike other events where you can see both the leaderboard and the CB, in the multiplayer cup, there's only the leaderboard because it’s not about setting the best time on the track to secure the top position. Here, points matter-the more you win, the more points you gain. The game automatically detects suspicious activity on your account, which is why you're unable to play the MP cup. Make sure to get out of the CB first
