Cold weather paving

this is a random question. when someone decides to repave a parking lot, is it better to tear up the existing asphalt/concrete or just pave over it? is there (I'm sure there are) differences & if so what.

I prefer arrows painted without stencils-they just look more natural and curved instead of being linear and disconnected.

How do you know if you need prime coat and tack coat?

For heavy projects like roads and parking we use both but smaller overlays we use tack
