Ight so Goku in base is universal, this is only because Goku was nerfed *HARD* in super. While Saitama has not been nerfed once, If Goku was never nerfed since Db saga when he was a kid taking bullets with no damage delt. Technically Goku right now (If he wasn't nerfed) would scale to high multiversal in base or maybe even omnipotent*MAYBE* but it would be close. And in Mui (without the nerf) Goku would be hyper versal (I think hyper is above omnipotent and lower than outer versal) So Goku would neg most of the population of anime of he never got nerfed so many times. Same applies to Gohan,Vegeta, and etc
