The Amazon river floods vast areas every year during their version of the monsoon season. No one would dream of trying to control that. Instead, everyone knows to build their homes above the ground and so accommodate the floods while still living in their houses. How else are underground aquifers going to recharge? So when you say that the infrastructure has failed, what do you mean? Perhaps what this state needs to do, it to map out the flood prone areas, and to help the people to raise pre-existing homes above ground and require that new homes be built accordingly. And maybe identify secured higher areas where people can take their animals and vehicles when they know that the rivers are going to overflow. Heck, there was flooding in Texas recently, and they showed all the homes in that area perched high up on pylons. If America, which is fond of large infrastructure works, knows that in some situations, that it is better to make accommodations for the ecology to have its own way, then maybe India should be doing the same.

India as a whole should address the situation. It is not a problem for Assam only. It is time, India plans to connect as many river systems as possible as a grid. Godavari, Cauvery, Vaigai and Tambraparni may be linked to Mahanadhi, Narmadha, Tapti and Brahmaputra (through Bangladesh) as a grid - a broad Channel paralle to the Eastern coastal line (Coromandal Line)

With its Geographical location Assam it will bear the Brunt of seasonal annual floods as with heavy rainfalls in neighbouring states it's obvious water will flow downward towards Assam! Avoid settlement in low laying areas of rivers and population outburst too it's one of the factors

Floods can be prevented by the dredging of the river beds. But government won't do it bcoz of corruption. If there's no flood then state govt. won't get the flood relief fund. Poor ministers, MLAs, officers, contractors' livelihoods depends on this stolen money. How else will they buy their 5th luxury car? And flood destroys or damages roads and bridges every year. It creates more work for the contractors. So no govt. will ever solve the flood problem of Assam.
