A few of these are annoying. They put muggers right by the charm guy, so he runs away when you fight the muggers.

OK I'm confused I'm literally pressing the charm button and I'm not getting the jewel. wtf? yet I'm literally watching everyone else charm and picking it up immediately. what am I doing wrong???? You have to keep progressing through the story in order for them to show up. The persona collectibles can only be obtained once you begin Sequence 4.
