+MrQueentakesrook They could have labled the screws and washers for the 8070 model after all that I was unaware that I needed my own wrench to tighten the handle bars were shaky and the end nuts didn't go all the way down.

Thank god for this video. My neighbor gave me their old table, and something seemed off, so i looked this up before using it. Aaaaand yup. It's missing that final rod piece... Would have been pretty bad I think if i used it without that.
