The audience is really the school district but it also can be the Parents as well? You need to rethink that. The Parents are the tax payers, which makes them your funding source. They have ultimate responsibility for the well-being and success of the child. They are an IEP team member who must be at every IEP meeting. Their signature is required to implement an IEP. They are the most important audience you've got.
