Keep in mind that the capacitors are polarized and the positive plate should be facing the base of the transistor. If C1 is charged through RC1, then the left plate of C1 is positively charged and right plate is negative. That will never provide VBE to turn Q2 on.

How can the capacitor negative plates build a negative charge if they're connected to the positive side of the battery? In terms of conventional current flow + to -
