Ok so hear me out. Maybe instead of trying to create the weakest Pokemon you could have a different approach and try to create the most useless. Think about it, a Pokemon that WILL NOT DIE, it has insane defenses and HP, but everything it does will either help the opponent or sabotage its partner in a double battle. This way you could even battle someone after creating it just like you did with the strongest Pokemon.

A new challenge: You and one other person creates one weak Pokémon and with this Pokémon you have to beat the 1st gym. Right after that, you both swap the Pokémon and fight against. The one who win 2 out of 3 battles wins the challenge. Edit: In this challenge you should limit the tries for the 1st gym because otherwise it could be a challenge full of grind.

I could see the splash variant suggested by patterz that boost the opponents stats to + 6 while lowering it's own to - 6 having a small niche in doubles of course people would eventually catch on though & double down on the "weakest mon" so it couldn't boost it's ally's stats even with a focus sash. But even then unless the opponent brings mons with moves that hit both opposing pokemon it's ally would get 1 guaranteed turn of set up.

Step 1. All stats are 1 Step 2. Heal Pulse, but it can't be used on allies and has recoil. It also raises all oppponent's stats 2 levels and its his only move. Step 3. Truant. Step 4. Its an upside down Sunkern with Machamp arms and a diglett face.

I think the worst doubles Pokémon possible (or definitively the straight-up worst possible combination of effects) to ever make is just a Truant Pokémon with either/both multi-hit moves that have a chance of attacking itself or it’s teammate (maybe always critting friendly targets as well) or the effect of being drastically over your level cap constantly. Imagine skipping five turns due to being ignored and Truant, just to have it attack itself and it’s teammate, skip a turn, then immediately after fall asleep for maximum turns only to repeat for as long as it lives. Even worse? It can constantly be blocked, preventing it from switching out as long as it is active. Essentially a lazy traitor with Truant that can NEVER switch. Maybe it even redirects all healing moves to heal the enemies and places a heal block on it’s teammate every available turn? Not even recovery moves or leftovers healing would end up working. Obviously some of this is insanely difficult if not downright impossible to code, but if we’re talking how bad a Pokémon can possibly be then we don’t need to just make it frail and weak, more so just constantly rebellious and impossible to work with, making it as strong as possible but ONLY when harming it’s own team.

The world's weakest and most useless Pokemon would be both a normal and ghost type that would only grow 1 stat and 1 hp per level, and it would only know, and only ever be able to learn Perish Song. This means that in order to win, you'd somehow have to dodge four attacks in a row lol. On top of that, it's abilities would be Scrappy and Infiltrator. XD

Man that's easy, give him 1 hp, 255 attack, 1 def, 255 sp.atk, 1 sp.def, 255 speed. Movepool is: healing pulse, memento, healing wish, belly drum, substitute, splash, rage powder, follow me and final gambit. If you're able to make as one work i suggest either drought and dry skin or drought and solar power. If not you can go for magic bounce, so if they try to prankster memento to still win you end up mementoing yourself.

I think the weakest will be a pokemon with the fastest speed, pranckster as its ability and only memento but instead of lowering the opponent's pokemon stats it buffs them. This pokemon will always lose to all of yours.
