So, now that America no longer matters and is not going to meet emissions standards what levels of tariffs are we going to put on American goods. Almost everyone in the world apart from China runs a trade deficit with America, so no one but Americans will lose. (nothing that comes from America is particularly cheap..... so we'll just buy from alternative sources)

Fact checking it appears that the USA will withdraw from WHO in 2026, but remain in the WHO throughout 2025. The President has made it clear that this is a negotiating stance to obtain a massive reduction in the USAs current contribution of 500 million dollars per annum. This happened during Mr Trumps last Presidency and the WHO caved in and the USA stayed in. If the WHO repeats this pattern then the USA will not leave the WHO in 2026 but remain a member but paying dramatically less and more proportionately compared to much bigger nations.

$500 million? When U.S. military budget is probably $1 trillion a year. “Current military” spending ($948 billion for FY 2020) adds together money allocated for the Dept. of Defense plus the military portion from other parts of the budget (e.g., Dept. of Energy maintains nuclear weapons). “Past military” ($696 billion for FY 2020) represents veterans’ benefits plus much of the interest on the debt (largely created by past wars and enormous military budgets).
