the magnetic field can only exert a force on a charge when there's a change in direction of the motion, which occurs when the charge moves perpendicular to the field. If it's parallel, it simply continues moving along the field lines without any deflection. Forget about the magnetic and electric field of charge, the direction of charge itself is important here. If the charge moves parallel to the magnetic field, the magnetic force is zero. In this case, there's no change in direction, and thus the magnetic field doesn't influence the particle's motion. The charge continues in a straight line at constant speed. In summary, the magnetic field primarily affects the direction of a moving charge, and a change in direction is what the magnetic force accomplishes.
