It doesn't make sense. You dont pack a bag and overlook ammo. Also the 1st TSA in Atlanta would legally have to tell you, you have bullets in your bag and detain you if they are not legally checked in. This is suspicious.

Another report was saying that it's the people in Turks & Caicos that were the ones planting it in these folks bags, with the hopes that they could receive lumpsum payments from tourists. I'm sure there are others that DIDN'T make it to the news, therefore they kept it up because it was working for them. Its always 2 bullets and it's always checked bags. Now that this is started to pick up traction, I wouldn't be surprised if this suddenly starts to be less of an occurrence.

Checked bags don’t get checked by security. Once you clear customs you go to baggage claim get your bag and leave. These people are having bullets in their carry on bags which do get checked by security at customs.

Same thing happened to some tourist in Jamaica that also have strict gun and ammunition laws. The mandatory is 15 years. However, they usually get arrested and pay a fine and return to America.
