Is Tools Talk included with the purchase of a MTF6000 controller?

I can try! Usually a locked STwrench means the wrench was interrupted while trying to transfer a trace. Connecting the tool back to its bluetooth or wifi will sometimes fix the issue, or connect directly to ToolsTalk to download the trace and clear the lock.
