It has a strong - I effect but a weak +M effect. - I dominates. +M is effective in determining only o- or p- position in EAS in case of halobenzenes. Edit: I forgot to add another detail. -I determines the electron pulling ability and the reactivity. But +M determines the orientation or the point of attack during EAS.
