@@cabdi3845 to be fair at the point they’re at it isn’t exactly explained the best so far; you don’t learn more about it until around episode 20ish in the Grisha flashback. For now the co-ordinate part of the story; though important to why zeke wants to capture eren; isn’t that important or big of a detail just yet

Reiner and the beast titan made a duel and whoever won the duel will decide their next mission, reiner wanted to save annie but the beast wanted to retrieve the coordinate. The beast titan won the duel.

That might explain why Beast said, "not yet, eh?" at the end of season 2. It was like saying "u don't want to get the coordinate right now like i ordered? 'not yet' u said? so, you're challenging my authority. ok...", and then he fought Reiner there.
