These slow cars aren't sooooo bad to drive. It just needs a track to suit it, flat and bendy stuff with "momentum" corners like many of the OG Gran Turismo Sunday Cup courses can be fun to drive. It could even be a challenge if the races are designed so that it needs a bit of skill to succeed, like the Alsace Samba Mountain climb and you're not hanging in the limiter on the Mulsanne straight for 5 minutes. I feel these cars are thrown in too early in the game to make it a challenge.

You can actually tone down the performance points from the fiat even lower. I've maxed it out to 19,50PP

You could try the fiat engine swap with a down tune and some suspension tricks to make it viable
