Es wird eher als "j" ausgesprochen, zum Beispiel wie bei "sehen", "gehen" (du kannst diese Wörter im Audio hören, 1:30 Min.). Genau so wird "h" in solchen Wörtern ausgesprochen, wie "Ehe", Nähe", "näher", "sahen" usw.

Why is H in "sehen" pronounced as "seyen" but H in "frohe" pronounced as "frowe"?

It depends more from a region of Germany. You can pronounce "froye", I do so. But some of my friends who are from other parts if Germany say "frooe" (more longer and deeper "o" and less "y". Sometimes of you are not sure, you can look in internet at the DUDEN ONLINE how the word is to pronounce. DUDEN is a Bible of German language! Everything what is written or showed there is correct.
