No Such Laws Exist - 5 seconds on Google will show you there are no laws prohibiting Face, Neck or Hand Tattoo's in any Australian State or Territory. Wester Australian Police have made statements regarding Motorcycle Gang Members with Face Tattoos, however, there are no specific laws in place banning the Tattoos. Any Venue has the right to refuse entry to any perspective patron they believe may be looking to cause a problem once inside or on the grounds of failing to meet a dress code. They could easily argue that certain Face Tattoos could be unacceptable due to Criminal Association or Intimidatory Appearance - Not saying I agree, just pointing it out.
