These are the same disbievers addressed in Ch 48 V29. 'MUHAMMAD IS THE MESSENGER AND THOSE WITH HIM ARE FIRM OF HEART AGAINST BELIEVERS COMPASSIONATE AMONG THEMSELVES.....The first verse says 'debarred you' meaning the Propget Muhammad and the believers at that time. CH48V29.' MUHAMMAD IS THE MESSENGER OF ALLAH AND THOSE WITH HIM ARE FIRM OF HEARTS AGAINST THE BISBELIEVERS, COMPASSIONATE AMONG THEMSELVES ... since Muhammad( pbuh) is mentioned in rhat verse, it is to be understood that was only for that time not today. And l repeat to you,5million non-Muslims are working in the the Gulf States.
