There's clearly a bigger issue with homelessness in the US than by comparison to most modern democracies. Add to this drug and mental health issues that go largely ignored, electricity being run through urban areas on timber poles like they still are in rural villages in Europe, timber framed structures on mass rather than stone brick or concrete. Its a recipe for disaster before you even factor in the weather.

There is only water in the Santa Clara river during wet seasons. The rest (most) of the time it is completely dry. The river is full of, or one might say clogged with trees (willow?). The trees are what would be burning now. The trees are there because environmentalists sued the Civil Engineer Corp many years ago, preventing the trees from being cut back. The Ventura River, which has water year round due to water releases from Lake Cassitas, also has trees clogging the river, due to law suits preventing cutting. The Ventura River floods periodically due to the trees. The trees would not be there, in both rivers, if the trees were not protected from cutting by lawsuits.
