How to make the dim extension lines perpendicular to the arc

whenever I'm trying to get specific arc lengths beacuse I'm designing rebars for water tanks, it gives me the wrong ARC LENGTH. It deadass gives me the length all the way around intead of a specific length i need in the middle, is there anyway to invert that?

If you are interested in CAM field then MasterCAM is useful. But if you want to work in design field then AutoCAD is important. Normally don't be depend on any one software, because you don't know which opportunity will knock first. Learn as many software as possible.
