Yangchen literally dismantled a group of combustion benders who rivaled her own power, including the most powerful one Thapa. She did this without killing them which is a plus, she stopped an entire generation of Saowon clan people being wiped out, and as a 17 year old doing all this, she used her intelligence to beat corrupt city entities called Zongdu in their own game. Yangchen was formidable as hell.

FOR 10,000YRS, and along with that, accomplished a bunch more, and tbh, all she lost from losing the AS, was just the skill and wisdom, not overall power, so her Avatar State is not all that affected, she just can't talk with her past lives, that is all. Korra can still energy bend and more, and has some pretty nice feats, so something like that in my opinion, should not put her at 4th place, in my own honest opinion, she should've been first on the list, then Kyoshi, THEN Aang, followed by Yangchen, but that's just me.
