You need to handicap each pilot based on the wind at launch. Record the wind for each competitor's launch. Handicap figured based on the max wind. Each mph under the max wind at launch, subtract XX feet. Where XX feet normalize each pilot. Just my .02..

What's to stop you doing a crosswind landing?

It shouldn't be engine size, it should be power to weight ratio. And there doesn't seem to be anything to stop you just using a massive wing. Also please please please measure lengths in international metric units.
