I 1 shot the unrestricted nodes but I also used apoc, skrull, OML and Mephisto lol.

I was able to 1 shot the first City Hero node and Robbie lived. I had to restart a bunch to get the right kill order but it's definitely possible. I have a different iso setup than you do Mr. Heartgrave.
