*I have been vaccinated. - This means I got a vaccine shot some time in the past, and I enjoy the protection even now. *I am vaccinated. Second one is wrong.? This sentence is correct. It means I got a vaccine shot some time in the past. It shows my state. It is similar to "I am happy" but you can't use all the verbs in this way. For example, you should not use "I am ate". However, you can say "I am infected, I am excited, I am cured" and so on. *I am being vaccinated- It shows that someone is giving me a vaccine shot right now. It can even be that I am at the vaccine centre and waiting for my shot. Hope it's clear!
