What i would say is stay away from private institutes. You never know what ircc is upto. Who knows they maybstop pgwp from private college/university altogether. It will be safe to be in a public college/university

Your explanation isn’t quite clear unfortunately. These eligible schools share the campuses of the non eligible schools. So for eg. St Clair college at ACE Academy. It’s not the other way round. These DLI schools take up spaces in these non DLI schools to enable them admit more students.

You are right. The admission is from the public college with their campus extension to the private colleges. I think the policy applies to the programs offered by the private colleges in partnership with the public colleges

I know most of the students applying for the post graduate diploma already have bachelor's degree from their home countries so why won't you guys apply for a non-thesis masters program instead. You will need an attestation letter from the province for that program now.. If you can get that letter you will have no problem, but I guess this will not be possible..
