14 stacks from his m1 just means you can dash attack 6 times in a row without having to reapply which makes it easier to consistently get the max stacks from his core passive crit damage buffs. Each dash attack consumes 2 stacks meaning he can only do a max if 4 before running out. You’re also missing out on his maximum crit damage from his core passive if you don’t reapply stacks before running out. Harumasa’s additional ability also allows him to do damage outside of stun better than an agent like Zhu Yuan do you don’t necessarily have to keep him off field and only use him during stun.
