It was so the mini cannon wouldn’t fire on the rockets. Neotanks cost more and the mini cannon fires on the most expensive unit in its range.

neotanks even at 7HP has a higher cost of 15800G compared to rockets so they can tank another cannon shot which is better than lets say a med tank in this scenario
