Well I guess so, but the only part which is really the handicap feature is the floor annunciation ("Level 2") part and that's not going to do much help at the top as it is nearly supersonic!

Its because if you go up/down only 1 floor, the announcement goes slower because the lift has to. If you go from the top/bottom floor non-stop to the bottom/top floor or go up/down 2+ floors, it has to speed up due to the lift having to go a bit faster and the announcement does aswell.
