Venom wouldn't attack Toxin because Venom made a deal with Spider-Man not to attack him if Venom doesn't go after him or his friends,family,etc. The Venom during Toxin's Introduction was Eddie Brock the one who made that deal. Also if you go through lore Venom is Toxin's Grandparent and Venom protected Toxin from Carnage.
