For me, in Netbeans 8.1 RC1, content in the browser gets updated ONLY upon my saving a file being edited. Is this a bug?

+humanyoda Don't use a release candidate (i.e., RC is not the final release) and make sure to use version 1.1.5 of the plugin.

Go to File > Create new file and then you will see the "New CSS document" then you will get it

Ahmad Dahboul. UPDATED: Create a new file in Notepad, write some code and save it as main.css - you must put ".css" as the suffix because it indicates it is the css file.

Why doesn't this work without opening a project? What if I want to simply open an individual HTML or PHP file and work on it? Why does Netbeans force the use of its project mechanism on users???
