How can I reduce costs for my Amazon AppStream 2.0 Deployment on AWS

When I scale down to minimum capacity (1) from maximum capacity (5), are the remaining 4 instance stopped or terminated? After scaling down, does the stopped instance cost apply for 4 removed instances or its only for the 1 available instance?
