Cody is not trash, and he is much stronger than Axel in the lore, if you did a quick search on the character you would know this, since in Street Fighter Cody is as strong as Ryu (and it is worth mentioning that even Akuma recognized Cody as a worthy opponent.) And it's also worth mentioning that Final Fight was created before Streets of Rage/Bare Knuckle, and Cody was the inspiration for Axel Stone's creation.
