The youth has the money to start something small if they really are serious. The government should then help those helping themselves. Most of the youth have enough money to buy smart phones but can start small businesses that would bring in money.

Chairman, you need a civil engineer to redesign the pond to flow better and to have a pump that can aerate the water. This will improve the oxygen level in the water and may not need to pump it all out every two weeks. You can also put flower Potts or hydroponics to give you vegetables as well.
