Azumanga Web Daioh is the world's first internet-original OVA. If it's a series, it came before the anime series most fans are used to as well as the cinematic short that also came before the main TV series. The short and TV series were adapted by the same company and the success of the short led to the full series.

I must disagree with your last sentence. I don't think the success of the short movie led to the full series as it wasn't a pilot pitching an idea. Both short films were promotional materials for the on-going manga. The full series was going to happen anyways as the manga was quite popular at the time and in order to boost tankobon sales.
