Is it possible to use same backup option to migrate vm from west EU to India region ? is this option for same region or can i restore the VM to another region ?

does it change VM IP and guest OS hostname if we do VM restore using both options 1. create new VM 2. replace existing VM ?

How do you test a production VM that was backup? 1. if i recovery the VM in the same azure account, the recovery VM will have the same dns name with a different ip-address. - how does one prevent this?
