How about the scenario if the Source be an On-Perm CSV file & a SQL Database and the Sink be also tables within the same On-Perm SQL database? (No Blob Storage No Azure SQL).

In this case you canse use SSIS OR if you still want to use ADF, then set up self hosted run time. This will connect you to on prem datasources, including networkshare and SQL SERVER Database
