you need a char at lvl50 and past praetorium dungeon (Ultima weapon MSQ must be solved IMHO), but then you are good to go. visit Ul'dah for the job's starter quest and have fun; starter weapon and first garb will be provided.

9:02 9:13 The fact that the Hissatsu: Sen'ei animation didn't use second blade and keep smack with the _saya_ (scabbard) and second blade still attached is baffling

I'm more upset that the natural evolution of samurai isn't for them to start using techniques from the mushashi school of swordsmanship and start using two blades.
