It's not a tumour It's a cyst. The sac has to be removed or the cyst will come back. As for sterilising instruments that should be done after each client. Skin can not be sterilised which is why surgeons use a special sticky cover to stick to the skin after it has been thoroughly cleansed.

I think the gray powder is styptic powder to stop the bleeding while they remove the sac. It's like a blend of charcoal?, vitamins and chemicals to stop the bleeding and nourish the blood. Our vet used this on our horses if they got a little cut that bled a lot, or stitches that bled.

That's a lot of Sebum... as far as I know, sebum is basically a mixture of wet or damp skin cells that shed under the sebaceous layer of the skin and formed a sort of bubble, bacteria like the moist and food rich environment in those as it can cause an infection leading to an abscess
