I think the best method to getting the blueprints is at all the checkpoints in front of every base, get a heli and just jump around to each one, by the time you get all of them they SHOULD be ready so it's infinite blueprints if you go in circle

You also can collect blueprints from outposts (1 of them on each outpost) and boss areas (0-2 of them)

There is a weakness, it doesnt have lock on air to air missile, do a pelican player is unbothered snd could shoot it down, and if he's being mire careful then darkstar

There is no best, the soldiers are made to function differently. If you are talking about combat type soldiers, ppl are using railgun soldiers, boss killers, elite soldiers, and you should have a medic on your team. I personally like the gas soldier too
