Baboucarr is a good person but under the circumstances, he had always tried to create a balance. To serve the junta/APRC's interest and tried to do the right thing. He was in a difficult situation. Baboucarr is correct to say personnel,it is sometimes referring to people in singular or plural not necessarily you have to be an employee to be called personnel.
