To be honest...no right time. I would say your target should be creating a balance between playings toys and reading and trying to reduce screen time as much as possible.

So what I do is use reading time as quality time to spend with my son. While reading I try to be animated with my voice so that it fascinates my son. I also try to ask him if he knows the meaning of certain words and even make him repeat them after me. Lately I've also started playing the stories on Spotify while we are driving so that he subconsciously becomes familiar with them. Hope this helps!
