Baby Ngan may be a "special needs" child. It may be the reason Mom doesn't apply discipline. Mom may also suffer from some disability. Recently viewed another KZbinr based in Guatemala who helps extremely poor families living in the hills. He crossed paths with a young mother who is developmental delayed & somehow gave birth to 4 children (ages 6mos-9yrs). The children were semi-clothed & would defecate inside their "shack". The KZbinr along with a local church volunteers had an outhouse built & attempted to advise the mother of sanitary practices, but the young mother & her children continued under unsanitary conditions.
