At 3:25 One thing is that Crips and Bloods don't have centralized leadership. This can have its advantages and disadvantages. Not being centralized can lead to it taking longer for some to get on the same page with certain things. One advantage is that there is no one big leader law enforcement can take down to affect the gang. This is the situation in Chicago. Black gangs in the Chi have centralized leadership. Law enforcement hit those gangs by taking many of their leaders off the streets. This is one reason Chicago is out of control. No more structure coming from gang leaders.
