The pitch is different as well as the speed of the song, but it's much more than being just sampled as the beginning. Just based off of that, I'm going to takr a presumption that there was a lot of inspiration from the R31 promotional music put into the Eurobeat. I'd recommend listening to both, Back on the Rocks and Bach on the Rocks, side-by-side. A lot of people may say that "Back on the Rocks", by Mega NRG Man is only inspired by Dracula's theme, "Toccata and Fugue in D Minor" by Bach. However, I believe that is not entirely true. I believe that "Back On The Rocks" is also inspired by "Bach On The Rocks" in which it was a track used for an advertvert for the '87 Nissan Skyline GTS-R R31. I believe that it's the utmost most iconic themes in the GT-R brand. Thus, I believe that "Back On The Rocks" by Mega NRG Man is played for every GT-R ever encountered in Initial D because it's iconic to the GT-R brand just like "Bach On The Rocks".
