Hi there! You do not need a permit to fish on the kayak in Singapore waters but do stay clear of those restricted zones (live firing areas, nature reserves and etc). Hope this helps!

Haha you can drop off and Changi Carpark 7 and walk 35 mins to Changi Bay Point or you can launch straight from the beach from Changi Carpark 7 and kayak 25 mins to Changi Bay Point. Hope this helps
